South 3rd Street West Roadway Reconstruction
Project Scope
The road project will reconstruct South 3rd Street West from half a block west of Russell Street to Reserve Street. The existing roadway has deficiencies in width and structure to support the current and future demands from the traveling public. The existing roadway also lacks sidewalks and bike lanes to safely accommodate non-motorized users.
Benefits
The road project will add curb and gutter, sidewalk, and bike lanes to both sides of the street as well as a center turn lane and transit pullouts. The project will be in substantial conformance with the Final Environmental Impact Statement (FEIS) for
Russell Street / South 3rd Street, but will be locally funded and designed to work largely within existing public right-of-way.

Funding
The project planning costs are estimated at $2,000,000.
- Assessments to property owners: $600,000
- City in kind labor and materials: $700,000
- Transportation Impact Fees: $700,000

- Preliminary design: Summer 2012
- Communications and some one on one meetings with property owners for Phase 1: Summer / Fall 2012
- Final Design Phase 1: Fall / Winter 2012
- Bidding Phase 1: Winter 2012 / Spring 2013
- Construction Phase 1: Summer 2013
- Final design and construction of Phase 2: Winter 2013 and Summer 2014
- Final design and construction of Phase 3: Winter 2014 and Summer 2015
