Russell Street & South 3rd West Reconstruction EIS
Engineering and Design Services Presentations
The Montana Department of Transportation selection process for a firm to design the Russell Street Project brought two finalist consultant groups to City Council Chambers for presentations. The two groups are:
Record of Decision (ROD)
The ROD for the Russell Street / South 3rd Street project has been issued. The ROD names Alternative 4 for Russell Street and Alternative E for South 3rd Street in the Final Environmental Impact Statement (FEIS) as the selected alternatives.
Selected Alternatives
The selected alternatives include elements that best satisfy the need for the project while minimizing impacts. These alternatives propose to reconstruct Russell Street from West Broadway Street to Mount Avenue/South 14th Street, and South 3rd Street from Reserve Street to Russell Street to address current and projected safety and operational needs.
The selected alternatives would have four travel lanes and a center median/turn lane on Russell Street, and two travel lanes and a center median/turn lane on South 3rd Street. Major intersections on Russell Street and South 3rd Street would be controlled with signals.
Clark Fork Bridge
The proposed project also includes a new Clark Fork bridge, accommodation of alternative transportation modes through increased trail connectivity and access, sidewalks, curb and gutter, boulevards, bicycle lanes, and stormwater drainage.
