Project Description

The City of Missoula will construct roadway improvements to Hillview Way to enhance safety for all users and improve the roadway surface and drainage in the spring/summer of 2016. The project will take place between 39th Street and 55th Street. It includes curb and gutter installation to improve drainage, as well as a full reconstruction of the roadway surface. Bicyclists will enjoy new bike lanes on both sides of the roadway for the length of the project. The sidewalks will be extended on the west side of the roadway up to Black Pine Trail and on the east side of the roadway up to Chief Charlo School in order to connect with the existing sidewalk network in the neighborhood. The project also includes the construction of a pedestrian and wildlife undercrossing at Moose Can Gully that connects to the Hillview Way sidewalk and provides a connection to the South Hills Trail system.

These roadway improvements have been designed to fit within the existing right-of-way and to keep costs as low as possible.

Important Dates - Revised

  • February 9, 2015: City Council approved the Resolution to Create the Special Improvement District and authorized the Mayor to sign an agreement with DJ&A to provide final design services.
  • February 2016: Final design complete.
  • March 2016: Construction bid awards.
  • May - November 2016: Construction

Project Funding

The total project cost is estimated at $3.8 million - roughly $3.1 million for construction / contingencies and $700,000 for project design and engineering and Special Improvement District administration and financing costs.

The city is pleased to offer a diversified funding package to keep the financial impact to area property owners as low as possible. Just over $1 million will be paid from Transportation Impact Fee Funds. The remaining project costs will be paid for by Parks Impact Fees, Road District contributions, and by property owner assessments through the approved Special Improvement District (SID). View SID Assessment Level Map (PDF). Properties included within the District are those that will receive direct benefit from the Hillview Way roadway improvements.

SID Assessments
Per the approved SID, owners of single-family homes will be assessed approximately $1,747 and owners of multi-family homes will be assessed approximately $1,223. Assessments will be made through the first property tax bill following completion of the project (likely in November 2016). Property owners will have the option of paying the full assessment at that time, or paying over the 20-year life of the SID, with interest.

Property owners of currently undeveloped land in the District will also pay into the SID as new development is built (at the time of the building permit issuance for the next 25 years).

Construction is expected to occur between May and November of 2016. Traffic control on Hillview Way will be in place during construction and property owners will be informed of necessary closures and detours.
