People Living Outdoors

Some people experiencing homelessness live outdoors. There are many reasons people may sleep and live outdoors instead of staying at an emergency shelter, including a greater sense of personal safety. It’s also important to acknowledge that community members may have concerns about this related to health, sanitation, and safety. Our goal is not to prioritize one perspective over another. We hope this page helps to answer your questions and outlines our strategy to link all people experiencing homelessness to permanent housing.
