Fiscal Year 2025 Audit Report—Request for Acceptance


What it means: Since the early 1990s, the MRA has submitted its financial records to a third party for review. Auditor Eide Bailly says the MRA has a clean, unmodified audit this year. Eide Bailly is independent of the MRA and the City of Missoula and has met all ethical requirements and professional standards set by the State of Montana for completing this audit.

How much money was approved: None.

Missoula Economic Partnership (FY25-FY27 Partnership)—Update & Request for Approval of Additional FY26 Funding


What it means: In 2024, the MRA Board approved a contract with Missoula Economic Partnership (MEP) to support redevelopment efforts within Urban Renewal Districts. The contract specifies that MEP funding is approved on an annual basis. For Fiscal Year 2026 (FY26), the Board approved $100,000 in funding in 2025, with the option for MEP to request up to an additional $50,000 if additional work is needed. The Applicant is now requesting that additional funding.

How much money was approved: $50,000

What it will pay for:  An increased workload for MEP.

Who’s the Applicant: Missoula Economic Partnership

Who’s the MRA project manager: Annie Gorski

Status: Approved. The total FY26 contract amount is now $150,000. Additional money cannot be requested by MEP for FY26.

Next Steps: The MEP will continue to help advance the City’s goals through projects in Urban Renewal Districts.

North Reserve-Scott Street 2026 Master Plan—Request to Approve Consultant & TIF Request


What it means: The North Reserve-Scott Street Master Plan (NRSS Master Plan) was completed in 2016. Since then, there have been significant changes to the area, like additional housing units, City Council adoption of a new land use plan and pending adoption of new development regulations, Roseburg Forest Products facility closure, and 235 acres of land that are planned for annexation into the City of Missoula. To plan for this kind of growth and analyze changing conditions, a new NRSS Master Plan is needed. This request for Tax Increment Financing will pay the Respondent to update the NRSS Master Plan.

How much money was approved: $497,295 (not to exceed contract) as well as $49,729 in contingency funding

What it will pay for: A professional services agreement with a consulting team to carry out professional economic analysis, planning, design, and engineering services, as well as public engagement, that go beyond the scope of City staff capacity. A full scope of work is available in the Board Memo.  

Who’s the Respondent: GGLO, responding to the City’s RFP to complete the master plan

Who’s the MRA project manager: Annie Gorski

Status: Approved

Next Steps: The draft schedule indicates a timeline with the intent to submit the new master plan for the necessary approvals in October 2026.

Maple-Birch Sidewalk Project (URD II/Ward 6)—Request to Amend Professional Services Agreement, Award Construction Contract & TIF Request


What it means: The MRA has engaged a design consultant and contractor and is partnering with other City departments to construct missing sidewalk segments on Maple Street and to make sidewalk, street, right-of-way, and pedestrian safety improvements on Birch Street. By using Tax Increment Financing revenue inside the Urban Renewal Districts to make these kinds of improvements, it frees up other City funds to be used for public improvements elsewhere in the city.

How much money was approved: $401,769

What it will pay for: A construction contract, a Professional Services Agreement, and reimbursements to City Departments.

Who’s the Recipient(s): JTL Group, Inc. DBA Knife River; IMEG; Streets division; Traffic Services; Parks & Recreation Department; Public Works and Mobility

Who’s the MRA project manager: Jil Dunn

Status: Approved

Next Steps: Construction is expected to start in spring 2026.
