County Property Connection to City Sewer and Water Utility
Requests for county properties to be connected to municipal utility services are evaluated on a case-by-case basis.
Review the steps below to determine if sewer and water service is available to your county property and understand the application, approval, and permit process.

You can search for city utility records by address on the City of Missoula Public Utility Map. Generally, a utility is considered 'available' if it is located within 200' of a properties parcel boundary and water is considered 'available' if it is located within 200' of the structure. Parcels with available sewer/water services are required to connect to the city utility systems upon construction.
Properties outside of city limits and within the Utility Service Area may be required to connect to city utility systems upon construction.

Are you a single family residence or duplex (new or existing)?
- Prepare the required application materials:
- Utility Service for County Property Application
- Water Meter Sizing Worksheet
- Site Plan, including location of existing sewer, water, septic, or well, property lines, easements, and structures.
- Email the application, site plan, and water meter worksheet to coordinators@ci.missoula.mt.us.
- You will be notified when you can make payment on the review fee.
- The application will be reviewed for completion and enter the review process.
Are you an existing commercial building(s)?
- Prepare the required application materials:
- Utility Service for County Property Application
- A signed copy of the County Wastewater Meter Fee and Refundable Deposit
- A water meter supply fixture unit analysis (see #7 of County Wastewater Meter Fee document, above)
- Site Plan, including location of existing sewer, water, septic, or well, property lines, easements, and structures.
- Wastewater Classification Survey.
- Email the application, site plan, and additional documents to coordinators@ci.missoula.mt.us.
- You will be notified when you can make payment on the review fee.
- The application will be reviewed for completion and enter the review process.
Are you a new commercial building or subdivision?
- Prepare the required application materials:
- Utility Service for County Property Application
- Exhibits and justification materials, which shall include a site plan which may show existing utilities, proposed utility line, property lines, zoning, easements, and proposed structures.
- For new commercial buildings, you may provide:
- A signed copy of the County Wastewater Meter Fee and Refundable Deposit
- A water meter supply fixture unit analysis (see #7 of County Wastewater Meter Fee)
- Wastewater Classification Survey.
- Email the application, site plan and exhibits, and any additional documents to coordinators@ci.missoula.mt.us.
- You will be notified when you can make payment on the review fee.
- The application will be reviewed for completion and enter the review process.
City staff will provide the applicant results of the review process. For new construction, additions, and subdivisions, a copy of the approval will be provided to Missoula County permits office.
This approval is NOT your permit for stub or service connections. A sewer permit will be created for the excavator contractor to 'claim' before starting work. However, contracts must be signed, and development fees must be calculated and paid before the permit is issued. See Step 4 for more details.
City staff will draft contracts to be signed for existing buildings, new construction, and additions at time of approval. These contracts must be signed and returned prior to permitting.
In preparation for connecting to city utilities, the applicant must email coordinators@ci.missoula.mt.us to initiate the next steps. If you have not already received a contract to be signed, coordinators will provide that to you.
For new construction, county building permits must be issued prior to making the request to permit coordinators for contracts and fee calculation. Applicants can request their county 'permit' and 'valuations' and attach those two documents to the sewer record in the permitting portal, or email the documents to coordinators@ci.missoula.mt.us. Those documents are required for fee calculation.
- Applicant will provide signee name and role for contract and petition of annexation to be drafted.
- City staff will draft contract and petition and provide to the applicant / signee.
- City staff will calculate applicable development, impact, and contract fees and provide this total to applicant.
- Applicant must return signed and notarized contract and petition of annexation. The paper copy can be returned to Community Planning, Development, and Innovation in City Hall (435 Ryman) or by emailing a clear, original, color scan to coordinators@ci.missoula.mt.us.
- Applicant must pay all development, impact, and contract fees due.
- Once these steps are complete, the permit is available for issuance to your excavator.
Once the signed and notarized contract and petition are received, and development fees have been paid, the excavation contractor can pull permits. Contractors must submit their application with complete information.
Note: Work in county or state the right-of-way requires a county excavation permit and/or MDT permit. If applicable, a copy of this permit(s) must be provided to coordinators@ci.missoula.mt.us before issuance.
