Public Works & Mobility Projects Planned for 2024

Below are Public Works & Mobility Department utility projects that are planned to be put out for bid in fall/winter 2023-24 and constructed in 2024, except where noted otherwise. Interested bidders should watch for the Invitation to Bid for these projects and for specific project details. See the City's website for bid dates and information on how to submit a bid.

4th St. (Orange St. to Russell St.) Water Main Replacement
  • Install approx. 3,750 of 8-inch DIP water main
  • Project may be split into two phases
E. Beckwith Ave. (Arthur Ave. to Helen Ave.) Water Main Replacement
  • Install approx. 610 LF of 12-inch DIP water main
  • Install approx. 1,120 LF of 8-inch DIP water main
W. Broadway St. (Harlequin Ct. to Dougherty Dr.) Water Main Extension and Momont #2 Lift Station Bypass
  • Install approx. 2,500 LF of 24-inch DIP water main
  • Install approx. 400 LF of Jack and Bore 36-inch steel casing pipe
  • Install approx. 3,700 LF of 21-inch SDR 35 sewer main
  • Install approx. 380 LF of Jack and Bore 30-inch steel casing pipe
N. Dickens St. to McCormick St. (Toole Ave. to Sherwood St.) Water Main Replacement
  • Install approx. 2,200 LF of 12-inch DIP water main
  • May not be bid until 2024 with construction in 2025
Edith St. (Mount Ave. to E. Crosby St.) Water Main Replacement
  • Install approx. 2,080 LF of 8-inch DIP water main
Front St. (Madison St. to Van Buren St.) Water Main Replacement
  • Install approx. 420 LF of 8-inch DIP water main
  • Install approx. 1,050 LF of 12-inch DIP water main
  • Make 3 bores totaling 470 LF
Grant Creek Relocation (from W. Broadway south)
  • Construct 4,000 LF of stream and floodplain
  • Install trail
  • Ready for bid in late spring/early summer 2024
Ivy & Franklin Streets Infrastructure Improvements, Phase 1
  • Install sidewalk on Ivy from 4th to Marshall (~3 blocks) and Franklin from Marshall to Plymouth (~9 blocks)
  • Install traffic calming circles at Franklin/Longstaff, Franklin/Rollins, and Franklin/Edith intersections
  • Install bulb-outs at the Ivy/4th and Ivy/Marshall/Franklin intersections
  • Install approx. 4,300 LF curb/gutter, 27,000 SF sidewalk, 21 sumps, asphalt patch, topsoil/seed, and associated improvements.  
Jackson St. & Monroe St. (Vine St. to Cherry St.) Water Main Replacement
  • Install approx. 1,720 LF of 8-inch DIP water main
Kent–Central Greenway Improvement Project, Phase 1 (Russell St. to Regent St.)
  • Install traffic calming and non-motorized safety improvements, including speed tables, a hybrid urban mini roundabout, enhanced crosswalk striping, and expanded bike and pedestrian paths
Kelly Island Lift Station Replacement
  • Install new wet well, pumps, and controls
Kemp St. (Schilling St. to Livingston St.) Water Main Extension
  • Install approx. 760 LF of 8-inch DIP water main
Montana St. (Russell St. to California St.) Water Main Extension
  • Install approx. 1,190 LF of 8-inch DIP water main
Pine St. (Owen St. to Woody St.) Water Main Replacement
  • Install approx. 650 LF of 12-inch DIP water main
  • Complete 1 bore totaling 100 LF
South Russell Commuter Trail Crossing TA Project
  • Install a trail crossing from the Fairgrounds trail to the west side of S. Russell, including bulb outs, curbs, ramps, sidewalk, raised center median, relocated RRFBs, signage, striping, and associated improvements. 
  • This is a federally funded Transportation Alternatives project.
Turner & Worden (Scott St. to N. 5th St.) Sidewalk Improvement Project
  • Install curb/gutter/sidewalks, ADA improvements, bike facilities, and storm drainage
  • Install approx. 4,200 LF curb/gutter, 23,500 SF sidewalk, 19 sumps/catch basins, intersection lighting at one location, signage, topsoil/seed and associated improvements
